How the Rallying Cry 5-piece proc actually works
The 5-piece bonus is a healer-triggered group buff, not a passive stat. It only fires when you land a critical strike with a heal while Battle Spirit is active, meaning it's built around PvP zones where Battle Spirit applies (Cyrodiil, Imperial City, Battlegrounds). A build using this set should prioritize Critical Chance and healing output to trigger the proc reliably, which is also why the set's own 2-piece bonus adds Critical Chance directly.
When the proc lands, it grants Critical Resistance and Weapon and Spell Damage to you and any group members within 12 meters, for a limited duration, on an internal cooldown that prevents it from refreshing instantly. The set's text also states that each additional group member who benefits reduces the amount of Weapon and Spell Damage and Critical Resistance granted — so the buff is shared but diminishes in value per person as more allies are nearby when it triggers.
This design makes Rallying Cry function differently from flat passive PvP sets: its value depends on your healing crit rate, how many allies are in range when the heal crits, and how often you can land crit heals within the cooldown window. It tends to suit healer or hybrid support builds in small-scale PvP more than large zerg groups, since the per-person bonus shrinks as group size in range increases.
Common questions
Does Rallying Cry's 5-piece effect work outside Cyrodiil or Battlegrounds?
No. The 5-piece bonus only triggers while Battle Spirit is active, and Battle Spirit is the buff/debuff system ZOS applies in PvP zones (Cyrodiil, Imperial City, and Battlegrounds). Outside those zones the healing-crit trigger has no effect, so Rallying Cry is not useful in PvE content.
Does the Rallying Cry proc need a critical heal, or does any heal work?
It specifically requires a critical strike on a heal you cast. Regular (non-critical) heals do not trigger the 5-piece effect, so builds running this set benefit from stacking Critical Chance (which the set's own 2-piece bonus helps provide) to land crit heals more consistently.
Who gets the Rallying Cry buff when it procs — just me, or my whole group?
Group members within 12 meters of the healer when the crit heal lands are affected, not just the healer. However, the set's own text notes that each additional group member affected reduces the Weapon and Spell Damage and Critical Resistance granted, so the per-person value of the buff goes down as more allies are in range at proc time.
